At the annual meeting of the Secretaries Association held May 2 and 3 the executive committee recommended to the Association a constitution which had been prepared for the adoption of all Dartmouth classes. It was voted that this constitution should be recommended to the senior class each year and to reunion classes. At a meeting of the class of 1930, held May 8, it was voted to adopt the constitution as it is reprinted below.

The chief feature of this class constitution is the provision for a position known as secretary-chairman in which would be centralized all of the work ordinarily done by the president, vice-president, and secretary of a class. It is felt that the president for various reasons cannot cooperate fully with the secretary in planning class reunions or in taking care of class business, whereas the secretary is in a much better position to take charge of all class work. The constitution follows in full:

ARTICLE 1. NAME.

The name of this organization shall be the class of 1930 of Dartmouth College.

ABTICLE 2. MEMBEBSHIP

All persons who entered with the class of 1930 or who transferred from another college directly into the class of 1930, or who graduated as of the class of 1930 whether at the regular Commencement or at some other time, may be enrolled as members of this organization.

ARTICLE 3. SUFFRAGE

Section I—All1—All members of the class will be entitled to vote at all meetings except that any member whose class dues shall be in arrears on the day set for a class election shall forfeit his right to vote at that election.

Section 2—ln case of absence any member shall have the right of voting by proxy. Such votes must be in writing and addressed to the Secretary of the class, whose duty it shall be to pass said vote at the time of the election.

ARTICLE 4. PERMANENT OFFICERS

At the elections during the senior year the following officers of this organization shall be elected: a president, vice-president, secretary, treasurer, and executive committee of seven members in addition to the elective officers. The president, vice-president, secretary and treasurer shall be ex-officio members of the executive committee.

After Commencement the offices of president and vice-president shall be discontinued. The secretary shall become secretarychairman of the class. The treasurer shall continue in office and also the executive committee as constituted above. There shall also be selected by the executive committee an editor of class publications, either from their number or from the class at large. There shall also be elected by the executive committee a chairman of the committee for the next reunion of the class, preferably but not necessarily from among the members of the executive committee. Authority to appoint a class agent of the Alumni Fund shall be vested in the executive committee after consultation with the executive secretary of the Alumni Fund.

ARTICLE 5. ELIGIBILITY TO OFFICE

All members of the class who are qualified to vote under Article 3 shall be eligible for election to any office in this organization.

ARTICLE 6. ELECTION OF OFFICERS

Section 1—Permanent officers for the class shall be elected at the fifth reunion by the class and at intervals of five years thereafter. Balloting shall be for seven members of the executive committee who shall elect from their own number a secretary-chairman and treasurer. The term of office shall be five years.

Section 2—There shall be a nominating committee of three men appointed by the secretary-chairman. It shall be the duty of this committee to present to the class at the stated meetings, after careful investigation, a list of nominees for the executive committee. Other nominations may be made from the floor by members of the Class.

ARTICLE 7. DUTIES OF OFFICERS

Section 1—The president while in office shall preside at all meetings and shall perform all duties ordinarily pertaining to the office. He shall possess discretionary power and shall appoint all officers and committees except where otherwise stipulated by this constitution or by the by-laws or by vote of the class.

Section 2—The vice-president while in office shall assist the president in his duties and shall act in the capacity of president in the absence of that officer.

Section 3—The secretary-chairman shall, after the graduation of the class, assume those duties which pertain both to a secretary and the actual head of the class. He shall preside at all meetings of the class. He shall keep a list of the addresses of the members of the class. He shall be in charge of issuing class letters, including the annual report. He shall be the custodian of the papers, records and documents of the class and shall perform all the duties customarily attaching to the office of a chairman and a secretary. He shall be a member of the executive committee, exofficio.

Section 4—The treasurer of the class shall receive and disburse all the money and funds of the class subject to the direction of the class. He shall furnish the secretary for publication an itemized account of the finances of the class annually. The accounts of the Mass shall be reviewed annually by the executive committee and shall be open to inspection to any of the class at any time.

Section 5—The class agent shall have charge of filling the annual quota for the Alumni Fund. The executive committee shall have power and duties as follows: To fill all vacancies in their own elective members until the election by the class to fill such elective positions; to remove any class officers or any of their own number; to conduct all elections to fill in vacancies in their own number; and to determine the procedure for conducting such elections. In all matters concerning the class and its affairs not specifically mentioned herein, to determine what action shall be taken, and to act in behalf of the class.

ARTICLE 8. FINANCE

An annual tax, the amount to be decided by vote of the class, shall be levied upon each member of the class beginning with the fifth year after graduation. This amount shall be payable to the treasurer on or before the first day of June of each calendar year.

ARTICLE 9. MEETINGS

There shall be a meeting of the class in Hanover at every five-year reunion period, beginning with the fifth reunion of the class. Other meetings may be called by the secretary-chairman in Hanover at any time; at such meetings one-fourth the living members of the class shall constitute a quorum.

ARTICLE 10. AMENDMENTS

A two-thirds vote of those members voting at any lawful meeting shall be necessary to incorporate amendments into this constitution.

ARTICLE 11. ADOPTION

This constitution shall become effective upon the approval of the members of the class at a regular meeting of the class.
